Construction Management & Inspection

Construction Inspectors (Mid to Senior Level):

Multiple career opportunities for various levels of inspectors for transportation projects. Responsibilities include monitoring and recording the work of contractors to ensure quality control.

Successful candidates must have:

  • A minimum of 3 years experience in transportation construction.
  • Ability to read and interpret roadway, structure and bridge plans and specifications.

Lead Safety Engineer
Riyadh, KSA (Req# 483-10)

Duties and Responsibilities:

  • Perform daily inspections of the construction worksites to assure construction subcontractors conform to contract requirements.
  • Brief construction worksite visitors on the current hazards and mitigation measures in place prior to their access to the construction worksite.
  • Attend subcontractors’ on-site safety training and coordination meetings to ensure identified hazards and mitigation measures are addressed and communicated to affected workers.
  • Create project safety plan and analyses to ensure that all applicable hazards have been identified and appropriate mitigation measures have been developed.
  • Conduct safety training to onsite engineers and construction staff.
  • Coordinate the issuance of special hazard permits to construction subcontractors.
  • Conduct incident/near miss investigations in accordance with procedures.
  • Review subcontractors’ safety and health reports for completeness and accuracy.
  • Communicate regularly on safety and health issues and discussions with the subcontractor.

Risk Manager
Riyadh, KSA (Req# 489-10)

The Risk Manager is responsible for assessing the current procedures and processes used on the project to resolve disputes and prepare and implement a claims avoidance program for the project. This position works with the client’s executive team on the project.

Duties and Responsibilities:

  • Perform and manage construction program reviews and cost audits.
  • Conduct construction loss control surveys to determine potential hazards and risk factors to be considered.
  • Consult with clients on ways to control hazards in order to prevent loss.
  • Write technically detailed reports that provide a clear assessment of risk and clearly articulate recommendations.
  • Develop industry and technical expertise in internal audit services and construction cost management.
  • Create risk management procedures and direct the implementation of instructions and controls so that all relevant procedural legislative requirements are fulfilled to the client’s satisfaction.
  • Maintain current knowledge of regulatory environment and emerging safety issues in the construction business sector.

Background:

  • BS in architecture or construction management required.
  • Professional Engineer (P.E.) designation preferred.
  • 10 to 15+ years extensive experience on major facility construction projects.
  • 10+ years experience in internal audit, contract audit, construction accounting, project controls, claims and dispute resolution.
  • Demonstrate strong technical audit and cost accounting skills, including interviewing, data collection, and quantitative and qualitative analysis techniques.
  • Proficiency in computer skills including MS Office Suite.

Cost Estimators

General Cost Estimators capable of performing cost estimates on all divisions of work. Projects include multi-phased government, institutional, transportation or mixed-use private development work ranging in cost from the millions to billions of dollars.

Successful candidates must have:

  • A minimum of 3 years of full time estimating experience
  • An associate's degree or higher.
  • Ability to pass the Level 2 estimating proficiency exam by ASPE
  • Experience using Excel and Word software
  • Have or be willing to obtain an ASPE or AACE certification
  • Experience in civil and transportation estimating in a construction contracting environment is a plus


Cost Estimator
Baltimore, MD (Req# 439-10)

Schedulers

Excellent career opportunities for Schedulers at varying experience levels to serve on multi-phased government, institutional, transportation or mixed-use development programs. Develop and maintain construction project schedules for building, transporation and heavy civil projects. Review and analyze project schedules developed by contractors, including periodic updates. Perform Time Impact and other delay analysis techniques to evaluate project delays. Prepare report of analysis and recommendations and present same to in-house team or clients.

Sucessful candidates must have:

  • 4 - 6 years experience in the commercial construction industry
  • Min. 2 yrs of project scheduling
  • High School degree required, BS highly preferred
  • Knowledge of Primavera products including P3.x, P3e/c, P5, Suretrak Project Manager as well as MS Project software
  • Knowledge of schedule comparison software including Digger and/or Primaplan
  • Solid familiarity with database, spreadsheet and word processing software
  • Strong leadership/team-building and written and verbal communication skills

Desired Experience:

  • Experience in building and/or transportation projects.
  • Security clearance at Secret level preferred, clearable at minimum.


Account Manager
Little Rock, AR (Req# 490-10)

Serves as the liaison between Transmission customers and TOPC to meet business needs via the use of technology.

Responsibilities include:

  • Obtains an understanding of the business needs and objectives, identifying solutions that provide business value to the customer
  • Works with customers to develop Project Charters
  • Develops preliminary scope document, including high-level business requirements
  • Develops Business Cases and Analysis of Alternatives including cost benefit analysis, high-level schedules, high-level benefits, etc.
  • Assists customer with development and delivery of detailed business requirements
  • Ensures that goals and objectives are accomplished within project parameters
  • Provides management oversight of the progress of technology projects to ensure they meet customer needs
  • Keeps clients informed of progress related to their personal assignments and those of the team
  • Reviews training plans and User Acceptance test plans to ensure end-users are ready to utilized applications

Contracts Manager
Dulles, VA (Req# 442-10)

The Contracts Manager is responsible for initiating contracts and maintaining a continual review of the progress of each contract while providing management with information regarding any financial, legal or technical difficulties. Prepares change order and amendments and may participate in negotiations with consultants and customers to obtain a settlement. Manage site contract operations to ensure the effective administration of contracts. Accountable for the training of personnel assigned to support contract administration.

Duties & Responsibilities (include but are not limited to):

  • Organize and maintain project contract files and prepare the daily reports.
  • Perform miscellaneous other job-related duties as assigned.
  • Involved in clients approval cycle and invoicing of construction contracts.
  • Advise management in decisions regarding contract strategies and changes.
  • Interface directly with clients regarding contract status.
  • Monitor and provide input into contract reports.
  • Update and distribute change order logs.
  • Participate in and record discussions of progress meetings.
  • As required, assist with/advise clients in discipline of contract administration efforts.
  • General project administrative duties as assigned.

Job Requirements:

  • Minimum of five (5) years of experience in a similar role with a broad knowledge and understanding of contract administration.
  • Bachelor’s Degree in related field of study.
  • In-depth experience in government contracting and public sector consulting
  • Proficiency in computer skills including MS Office Suite.
  • Exhibit a high degree of professionalism in the production of deliverables and in interactions with fellow employees and client personnel.
  • Must exhibit initiative and assertiveness in obtaining information needed to proceed with projects and accomplish tasks with minimal supervision.
