Alpha Welcomes Jorge Pagán-Ortiz, Director of Infrastructure ServicesJorge brings to Alpha Corporation 35 years of combined experience in infrastructure research and development, highway and bridge hydraulics analysis and evaluation, and scour evaluation at highway structures.  Prior to retiring from the Federal Highway Administration (FHWA), Jorge served as Director of Infrastructure Research and Development at the Senior Executive Service (SES) level where he managed all R&D activities and laboratories that researched pavements and structures, culvert and bridge hydraulics, geotechnology, materials, non-destructive evaluation, coating and corrosion, and safety and security.

Jorge also led the Hydraulics and Geotechnical team and served as Principal Bridge Engineer where he managed the FHWA National Hydraulics Program, developed and implemented policy and guidance in support of the program, served as technical manager of various Hydraulic Engineering Circulars and Hydraulic Design Series publications, and served as a certified instructor of technical courses in hydraulics engineering for the FHWA’s National Highway Institute on a national and international basis, among many other tasks.

Jorge later joined the Maryland Department of Transportation State Highway Administration (SHA) as Transportation Engineer where he actively conducted evaluations of highway drainage issues and performed hydrologic and hydraulic analyses of culvert and bridge related projects.

As Alpha’s Director of Infrastructure Services, Jorge will be offering expert consultation on the following technical areas to federal, state and local jurisdictions:

  • Bridge scour evaluation and countermeasure selection and design
  • Plan of Action (POA) development for scour critical bridges
  • Transportation Hydrology & Hydraulics Consulting
  • Infrastructure emergency management and response
  • Asset management

Jorge earned his B.S. degree in Civil Engineering from the University of Puerto Rico, Mayagüez Campus, and M.S. in Water Resources Engineering from The George Washington University in Washington, D.C. He will be based out of the Dulles, VA office.
