Northern Virginia District HOTLanes P3 Program (I-495, I-395, I-95) - Virginia Department of Transportation (VDOT)

Project Summary

The Virginia Department of Transportation entered into an agreement with Fluor Enterprises, Inc. and Transurban (USA) Inc. under the Public-Private Transportation Act (PPTA) to improve the Capital Beltway (I-495) in Northern Virginia. This design-build project involved the addition of four HOT Lanes to 14 miles of the Capital Beltway between Springfield and the Dulles Toll Road.

The typical section comprises a continuous 12-lane system made up of eight general-purpose lanes and four HOT lanes. The outer four lanes in each direction carry general-purpose traffic. Four-lane (two in each direction) inner directional roadways are dedicated for use by qualifying HOT lanes traffic and are separated from the adjacent general-purpose lanes. In addition to the beginning and ending points of the HOT lanes, intermediate access/egress points were provided.
