Project Summary

This $3.8 billion design-build project involves widening the current four-lane segments along nearly 10 miles of the I-64 corridor between Settlers Landing Road in Hampton and I-564 in Norfolk. New twin two-lane 8,000-foot-long bored tunnels will accommodate four lanes of traffic across the harbor. The new twin tunnels will be approximately 45 feet in diameter each and 50 feet deeper than the current HRBT. Other project features include tunnel boring machine (TBM) method of construction; the replacement or reconstruction of more than two dozen bridge structures; one mile of landside highway widening in Hampton; and four miles of landside highway widening in Norfolk. When complete, this project will allow for increased capacity of vehicles; reduce major congestion; increase safety; enhance travel time reliability; and support emergency evacuation readiness.
